For this reason, since the EU accession of Hungary, the National Assembly has step-by-step built up significant parliamentary capacity building activities with special focus on the EU integration process. The Hungarian National Assembly (HNA) is by far the most experienced EU parliament in the implementation of twinning projects. It has already implemented eleven parliamentary twinning programmes, eight times as leader and three times as junior partner. In the Western Balkans – besides Bosnia and Herzegovina – the Hungarian National Assembly had projects in Albania, Croatia, Kosovo (Under UNSCR 1244/99) and North Macedonia, while in the wider South-East European region it had also capacity building activities in Bulgaria, Moldova, Romania and Turkey.
Both two previous parliamentary Twinning Projects (2014-2016 and 2017) in BiH Parliaments were led by the HNA with great success and numerous tangible results. The experiences gained in these projects ensure that the HNA – together with its junior partners and contributors of 7 further parliamentary chambers from 5 EU Member States – can provide a substantial and tailor-made support to the Parliaments of BiH in the framework of the ongoing project as well.
