The Conference of Speakers of the Cantonal Assemblies in Bosnia and Herzegovina

The meeting of the Conference of Speakers of the Cantonal Assemblies took place in Neum on 1 July 2021 with the participation of the Speakers of all ten Cantonal Assemblies, the Speaker of the House of Peoples of the Parliament of the Federation of Bosnia and Herzegovina, and, on behalf of the Consortium implementing the EU Twinning Project EU support to the Parliaments of BiH in EU integration tasks, the representatives of the administrations of the Hungarian National Assembly, Austrian Parliament and Croatian Parliament as well as a representative of the Flemish Parliament.

Speakers of the ten Cantonal Assemblies discussed and endorsed the Common Action Plan for Cantonal Assemblies to enhance their role in the European integration process, elaborated in the framework of the Twinning Project, aiming to contribute to the acceleration of the European integration tasks in the Federation of BiH.

The Common Action Plan for Cantonal Assemblies is a strategic document aiming to address the key areas of parliamentary functioning and cooperation, making Cantonal Assemblies capable to fulfil a strategic role in enhancing the EU integration process of Bosnia and Herzegovina. 

The Common Action Plan for Cantonal Assemblies addresses the following key areas of parliamentary functioning:

–    Cooperation within the context of EU integration in the Federation of Bosnia and Herzegovina with the intention of regular cooperation and coordination of Cantonal Assemblies at political and administrative level, as well as increased dialogue between the federal and the cantonal level,

–    Raising public awareness of EU issues at local level by increasing the visibility of the work of the Cantonal Assemblies in European integration,

–    Sharing resources at Cantonal level, particularly by sharing information and expertise on EU issues between the Cantonal Assembly and its respective Cantonal Government and by establishing EU Committees in all Cantonal Assemblies,

–    Creation of databases and IT related supporting tools in order to enhance efficiency in fulfilling their tasks related to EU integration.
